Ryeleaze playing field fence: School have tentatively asked the Parish Council if they would be willing to assist the school with the cost of replacing the high fence around the playing filed which Wiltshire County Council owns. The Parish Council has discussed the problem of the fence in the past and again the Parish Council are not minded to fund another Councils property.

Highlands Wall: It was suggested that the Parish Council again look into the problem of ownership of this retaining wall at the back of properties in Highlands. This wall is missing in places and soil gradually slides onto the footpath. It was suggested that Wiltshire County Council, Kennet District Council and the Parish get together to discuss the problem. Mr Hoddinott as District Councillor will speak to Mr Willmott our County Councillor to see if there is a way forward.

Draft Health Strategy for Kennet District Council: Views are sought from Parish Councils on the draft strategy by 25th February 2004. A small working party consisting of Mrs Goddard, Mr McCormick, Mr Hobbs and Mrs Amor will get together to discuss and report back to the next Council meeting.

KDC Determination of Planning Applications: Kennet District Council said in a letter that a consultation had generated a significant response. Kennet District Council resolved not to approve the changes, but to defer a decision for a period of at least six months to assess the impact that the introduction of public speaking has at meetings of the Regulatory Committee. This means that the existing scheme of delegation will continue unchanged.

Footpath & Highways: Speed limit signs: The Clerk had obtained the criteria to be met for speed limit considerations. There were several areas that the Parish Council feels would benefit from extended 30mph speed limits, namely, Pound Hill to Manor Farm, Whistley Road and the Salisbury side of Potterne Wick turn on the A360. Mr Hoddinott will discuss this matter with our County Councillor.
