The Chairman opened the meeting by thanking Mrs Goddard, the Vice Chairman for representing the Parish Council at the induction of the new vicar on 10th March 2004. It was suggested that the Rev. David Howard be invited to attend a Parish Council meeting in due course.

WCC - Pathway Court Hill: A letter from Wiltshire County Council has said that they have applied for funding to carry out work on this footpath, but work is dependent on the funds being available.
Highlands Wall: Wiltshire County Council are looking into the maintenance of the wall under the Highways Act
Annual Parish Meeting: 28th April 2004. There has been no response from the public despite notices in the Parish Magazine as to anything particular that the village would like to talk about or carry out. It was agreed that as we have a legal obligation to hold an Annual Parish Meeting to hold it on 28th April 2004 and have Chairman's report, Financial report of Parish Council and to receive the financial report of Potterne Charities and any other reports of organisations that may turn up on the evening.
Draft Health Strategy: Mr Hoddinott thanked the sub committee for their comments on the document that had been forwarded to Kennet District Council. The Clerk would hold a copy of the comments.
Community Emergency Volunteers: Mr Hobbs had attended two of the training sessions, which he thought worthwhile, but the group were looking at what insurance cover the volunteers would have if members of the public made a claim against them after acting on their instructions. It was thought that there was a need for more than one volunteer in any area.
Hedge cuttings alongside A360, Potterne Road: A hedge has been cut yesterday by a tractor and hedge cutter that has left large amounts of sharp twigs and debris causing pedestrians to walk in the road at this very narrow part of the A360. The Clerk has already made contact with Kennet District Council, after failing to reach Wiltshire County Council and asked for their assistance in clearing the debris. The Clerk will try again tomorrow in contacting the Clarence helpline to ask for their assistance.
Parsonage Lane: Attention is still required to this lane. Last Autumn Wessex Water was called out as it looked like sewage was leaking through on this footpath. Wessex Water at the time said it was not sewage. The Parish Council will consider employing a contractor to investigate the problem.
WCC Consultation on the provision of more primary school places in Devizes: Mr Bringloe, School Governor, informed the Parish Council that the school were going to write a report, which he would get copied to the Parish Council so that the Council could support the school.
KDC : Sewer ditch maintenance: A letter from Kennet District Council informed parishes that since 1974 they had maintained ditches in the parishes at public expense. Since 2001 Kennet have been in discussion with Wessex Water about transferring the sewer ditches to them. Wessex Water agreed to accept all the residual sewers and sewer ditches as public surface water sewers. However, Wessex Water also indicated that they would undertake a legal review of all the sewers and ditches transferred to them. The process is ongoing. Future maintenance of the ditches will rest with either Wessex Water or the riparian owners.
KDC: Code of Conduct - Register of Interests: The Standards Board for England has written to all Monitoring Officers clarifying two issues concerning the Register of Interests. These relate to membership of the Freemasons and Political Party Councillors Associations. It is now necessary to declare membership of the Freemasons Grand Charity under paragraph 15(c) of the National Code of Conduct. Membership of Councillor Associations (eg Conservative Councillors Associations) should be registered under paragraph 15 (d) of the National Code of Conduct.
The Boundary Committee for England: Periodic Electoral Review of WCC: The Boundary Committee for England is recommending that Wiltshire County Council should have 49 Councillors representing 46 divisions, but that there should be changes to division boundaries in order to improve electoral equality.
Provision of Skateboard facilities: The Parish Council has again been asked one member of the public if skateboard facilities could be provided in the village. As every household had been contacted to see if there was a need for skateboard facilities in the village so time ago and a negative response had been received the Clerk was asked to contact the person making the request to explain why the Parish Council would be taking it no further.

KDC Planning Permissions:
K/046785	Mr & Mrs M Bodman	Wick Farm, Potterne Wick	Demolition and rebuilding of old farm building and alterations to size.

Speed limit signs: The Clerk has been asked to contact Wiltshire County Council again to request the extension of the speed limits at Pound Hill, Potterne Wick on A360 and Whistley Road to introduce traffic restriction measures.
Speeding traffic, Mount Pleasant: A letter from a resident along Devizes Road has requested that signs or notices warning traffic of Pedestrians crossing the road should be erected especially by the two crossings that are on blind corners (1) At the end of the cutting from Devizes and (2) Rangebourne. The Parish agreed to ask the County Council for their assistance in this signage.
Footpath at Wick Farm: A letter from a resident has raised concern at footpaths at Potterne Wick. The owners of Wick Farm have fenced their new boundaries with sheep netting which is stopping dogs getting under, over or around stiles.
Parish Lengthsmen Scheme: The Parish Lengthsmen scheme has been suspended from 6th February. The Lengthsmen gangs have been re-allocated other jobs during bad weather conditions to repair roads etc., it is hoped that the scheme will recommence in the future.
